Regulation on Research Ethics
Scholars receiving grants under this program who are found to have violated academic ethics must be promptly reported by the collaborating institution to the executing unit of this program. If the institution's academic review committee determines a violation of academic ethics, the scholar may be required to return the received grant, depending on the severity of the violation.
Important Notices
1. All applications and grant items under this program must be reviewed and approved by the committee organized by the NSTC and subsequently announced. Once a collaborative project is established, the Science and Technology Policy Research and Information Center (STPI) of the National Applied Research Laboratories (NARLabs) will represent the executing unit in signing a contract with the collaborating institution. The rights and obligations of both parties will be primarily based on the terms stipulated in the contract.
2. For approved applications, collaborating institutions must immediately notify the program office about any desired adjustments or changes to the implementation details. If necessary, this program may request the collaborating institution to adjust the content of the project.
3. If the recipient institutions and the STPI cannot reach consensus regarding their cooperation, the institution may be asked to make improvements within a specified period. If necessary, grant support may also be terminated.
4. If vacancies arise for any positions during the execution period due to various factors, the institution must submit a proposal for a new appointee upon becoming aware of the vacancy. Detailed regulations on this matter are specified in the contract.
5. Collaborating institutions must submit an annual progress report detailing substantial achievements and the status of fund utilization (the funds should be verified by the institution's accounting unit).
